During his JAG Corps tenure, Conor played a crucial role in developing a comprehensive legal response to the COVID-19 pandemic, provided invaluable legal advice to forward operations units while deployed with Amphibious Squadron 4 and the 26^th Marine Expeditionary Unit, and served as a trusted policy and ethics advisor to Pentagon officials.
